Meetings of the Board of Supervisors shall convene in the Board of Supervisors Chambers, Madera County Government Center, 200 West 4th Street, Madera, California.  The Board of Supervisors meets simultaneously as the Board of Supervisors, the Board of Directors of all Dependent Special Districts governed by the Board, the Board of Directors of County Groundwater Sustainability Agencies, the County Public Financing Authority, the Flood Control and Water Conservation Agency, and the Governing Body of each and every other public entity for which the Board of Supervisors serves as the Governing Body.

Consideration of entering into an Agreement (State Agreement No. 1341-CVSPH-2022-MC) with the California Mental Health Authority (CalMHSA) in the amount ot $48,751.06 for the administration of the Central Valley Suicide Prevention Hotline for Fiscal Year 2022-2023 and authorize the Chairman to sign.

  2. Consideration of entering into an Agreement (State Agreement No. 22-1006) with the California Department of Social Services to access Employment Development Department base wage data from July 1, 2022 through June 30, 2025 and authorize the Chairman to sign.

Consideration of entering into an Amendment to MCC No. 11576-20 with Davids Engineering, Inc. in the amount not to exceed $61,264.00 per year for professional engineering consultation services of a temporary nature and be the point of contact for the Madera Subbasin and authorize the Chairman to sign.

Discussion and consideration to enter into an Amendment to MCC No. 11567A-20 with Lozano Smith, LLP increasing compensation from $220.00 per hour to $250.00 per hour for attorneys and from $135.00 per hour to $150.00 per hour for law clerks and paralegals and increasing the cap on compensation from $1,350,000.00 to $1,540,000.00 and authorize the Chairman to sign.

Discussion and consideration of entering into an Agreement with Lozano Smith, LLP for legal services at a rate for attorneys not to exceed $260.00 per hour and law clerks and paralegals not to exceed $150.00 per hour in connection with litigation and similar services for a three-year term and authorize the Chairman to sign.ā€Æ

22-1258:  COUNTY ADMINISTRATION DEPARTMENT
Discussion and consideration to adopt a Resolution approving a Tax Sharing Agreement between the City of Madera and County of Madera, authorizing the Chairman to execute the agreement on behalf of the County and authorizing the County Administrative Officer to make non-material revisions or refinements in the language of the agreement, not including the sales tax and property tax sharing amounts or percentages, as may be needed to finalize the Agreement and secure City approval.

Update and presentation by Regina A. Garza, County Counsel on recent legislation (SB 1439) enacted this year that will become effective on January 1, 2023.

Discussion and consideration to adopt a Resolution providing Christopher Dorian, Deputy County Counsel III, with supplemental pay for performance of supplemental duties for Social Services effective December 1, 2022.

Sideletters of Agreement.
  1. Discussion and consideration to ratify the Sideletters of Agreement with the Communications Dispatcher, Correctional Officer, Peace Officer, and Probation Administrator Units regarding an amendment to the Vacation Accrual Article in their respective Memorandum of Understanding.
  2. Discussion and consideration to extend the terms of the Sideletters of Agreement in Recommended Action No. 1 above to current, eligible unrepresented employees, including Department Heads (excluding Elected Officials).

  1. Discussion and consideration to amend the class specifications for Library Page and Student Assistant-High School, Undergraduate, Post Graduate.

  3. Discussion and consideration to set the salary for Student Assistant-High School, Undergraduate, Post Graduate at Range 127 (UB2 0120) $15.51 - $18.86 per hour.

Salary and Fringe Benefit Schedule.
  1. Discussion and consideration to adopt a Resolution for the Salary and Fringe Benefit Schedules for Elected, Classified and Unclassified Service.
  2. Discussion and consideration to adopt the Salary Tables for the Clerical, Technical, and Service Units due to an increase in the California Federal Minimum Wage to $15.50 per hour effective, January 1, 2023.

  1. Discussion and consideration to adopt a Resolution of Intention to Establish a Community Facilities District, Designate Improvement Areas Therein and Authorize the Levy of Special Taxes, Community Facilities District No. 2022-1 (Gunner Ranch Public Services) and set the Public Hearing for January 24, 2023 at 10:30 AM.
  2. Discussion and consideration to adopt a Resolution of Intention to Establish a Community Facilities District, Designate Improvement Areas Therein and Authorize the Levy of Special Taxes, Community Facilities District No. 2022-2 (Gunner Ranch Public Facilities One-Time Special Taxes) and set the Public Hearing for January 24, 2023 at 10:30 AM.

Road Impact Fee Program.
  1. Discussion and consideration to adopt the 2022 Road Impact Fee nexus study.
  2. Second Reading to adopt an Ordinance amending Section 14.70.070 of Chapter 14.70 of the Madera County Code, relating to the Road Impact Fee Program. 
  3. Discussion and consideration to enact the updated Road Impact Fees in phases as follows: 50% effective 60 days after adoption of the updated fees, 75% beginning January 1, 2024, and 100% beginning January 1, 2025.

Discussion and consideration of entering into an Agreement by and between Tesoro Viejo Development, Inc., a Delaware corporation (TVDI), and the County of Madera to designate TVDI as The County’s designee to pursue the issuance of other approvals and as its designee under all Rio Mesa Boulevard (RMB) approvals for the purpose of constructing RMB Phase 1 Improvements and authorize the Chairman to sign.

Discussion and consideration of entering into an Agreement by and between Groveland Development Corporation, Riverstone Development, LLC, Lennar Homes of California, LLC, and the County of Madera for the funding and reimbursement of the design, engineering, and construction of the full build of Avenue 12 from State Route 41 through the Road 40 intersection and authorize the Chairman to sign.

Introduction of an Ordinance amending Chapter 3.20 Uniform Transient Occupancy Tax and Chapter 3.46 Fee Schedule for services provided by the office of the Treasurer-Tax Collector. Waive the first reading and set the second reading for January 3, 2023.
